Add "View All Content" Function within Each Level of the Maryland Code

Add a function to allow the user to see the whole Article, or show Article+Title, or Article+Title+Subtitle, or Article+Title+Subtitle+Section.  Put another way, add a function that allows the user to see all of the sections contained within each level of the law (whether it be Article, Title or Subtitle) in a "view all" presentation.
