Garbled file name in Links & Repository

The file name is garbled and not sure if this file should appear in Links & Repository for all the countries since it is only in arabic.....

I talked with Samy, and this file should only be seen in the repository of Saudi Arabic.

Need to investigate the possibility to upload a document with the name written in other UN languages other than English.
