Semantic release does not understand exclamation-point commits

This commit did not release a major version because it used feat!: and did not have a BREAKING CHANGE footer: openedx/frontend-component-header@6d424ed . It didn't release a version at all, which makes me think that feat!: doesn't event register as feat:.

This commit worked: openedx/frontend-component-header@9f2b2a4

Our conventional commits OEP allows for exclamation points, so this confusing

AC: either

• edit our semantic release config to understand ! , or
• update the OEP to say that ! doesn't work on frontend repos, or
• just take ! out of the OEP
