Discussion Posts - Color of yellow circle around Staff user dp and username(staff) is different, that should be (#998200) on all type of posts

How to reproduce:

• Create a new post with staff user.
• Login with learner user and go to newly created staff user post.
• Login with Staff user and go to newly created staff user post.
• Verify the color of yellow circle around Staff user dp and username.

I have confirmed that both mysql and mongodb backends are showing the yellow colour for admin posts but the colour is a bit different from what is mentioned in the regression sheet as reported by @Faisalarbisoft.

Currently, this colour is used to outline the staff user: #ccae00
