Can't create Public Links without setting a password

On the doc's page: https://docs.opencloud.eu/docs/admin/welcome/features/#secure-file--link-sharing It states one of the features is Public Links: Secure external sharing - no login or account needed.

However, here: https://docs.opencloud.eu/docs/user/sharing/external/ the docs states that a password is required.

Can someone tell me how to disable this password requirement? I have a use case that requires no password on shared files.
I am using: OpenCloud 3.4.0
OpenCloud Web UI 3.2.0
