OpenCDMS is unable to meet wider requirements and growing expectations due to limited developer resource
Description
On of the main project risks, which is regularly cited, is that we have limited developer effort.
Within a large NMHS, a project of this size/scope would probably have a team of around 5 full-time developers for 3 years of focused development (and they would later move to a mix of on-going development, maintenance and third-line support).
Although a senior business analyst would be useful, we expect to have an abundance of requirements and user stories by mid-2021. Developer effort is currently considered to be the primary limiting factor.
Mitigation
Without additional resource we will continue to:
a) work to maintain confidence in the project
b) ensure that we meet at least the minimum requirements for our interpretation of ACP 2.4 deliverables
c) aim to prove that OpenCDMS is a viable solution in time for Congress 2023
