robosumo support with newest gym (0.23.1) #6

Hi,
Since this repo has been developed years ago and in an Archive status, it seems to be incompatible with the newest gym. I tested this repo with gym==0.16 and it works but not for later versions of gym.
Therefore, I created another repo with necessary modifications to make robosumo support the newest gym (v0.23.1). The link is robosumo_gym23.
