cronjob (AP/Register): DST job duplication

During DST switch, the AP & Register cronjob was triggered multiple times
AP & Register logs show multiple Already processing pending authorizations, skipping. within seconds. It seems that multiple cron triggers can overlap and cause an infinite loop.

To-Do:

• Investigate how node-cron behaves during DST fallback
• Add protection against overlapping cron executions
• Consider running cronjobs in UTC
