Can we install libopenssl-dev? Our benchmark jobs need it - see e.g. this failure
I think it used to be there, but it could also just as well be that we didn't use to depend on it in our benchmarks!
The original ticket to setup packages for opentelemetry-rust benchmarks was #2701.
Purpose
e.g. "We are setting up a new release management tool (link) and need to adapt our required merge checks for this."
Expected Duration
e.g. "1-2 weeks. We'll comment again on this issue once we are done so the permissions can be reverted." or "permanently"
