REQUEST: Infrastructure to host DEB and RPM packages

Issue #3252 proposes to create system packages with language auto-instrumentations, the OpenTelemetry eBPF Instrumentation and the OpenTelemetry Injector to achieve the {apt|dnf} install opentelemetry experience on Linux (virtual) hosts.

Besides the system packages themselves, we need APT and RPM repos where to host them. Due to the need of a stable URL for the repo and expectations by packages managers about folder structure, GH Releases are not fit for purpose. And GH Pages will also grow very unwieldy, as various tarballs like Packages.gz can grow large over time.

What kind of infrastructure could we use for the purpose of hosting Linux system packages?

Maybe worth reaching out, as the blog post suggestes they spend a signficiant amount of time doing research into this topic, we should leverage that.

How much could scarf help with that? They would at least provide stable URLs, we looked into this a few years back.

@mmanciop we have a lot of Oracle Cloud credits through the CNCF if you want to use Oracle Cloud Object Storage. And we can set up a custom CNAME to point to it under opentelemetry.io.
