Upgrade "/proyectos" placeholder with React components #4
Description
Currently /proyectos leads to a list of proposals for OSEC, but it is not clear if they are just a wish list or if they have a WIP or designated repository.
To solve this issue the page has to be upgraded to use React components to display each project as an individual card.
Note that there are going to be two kinds of cards: the first one pulls some general information directly from the repository and the other is just a grayed-out placeholder (so the users understand it is not clickable) with an open invitation to enter the discussion to make it possible.
