Develop a guideline for contributors and potential OSO members

1. Develop a detailed guideline for contributors and potential OSO members
2. Create a section named 'Potential Contributors' on the OSO website point and link it the developed guideline

I can think of two ways to do this:
We can have Contributing guidelines section in each of our project repositories. And link to them from our website.

Or we can have a common Contributing guidelines for all OSO projects and make a page for it on our website.
