If a submitted repository is archived or forked, we should mark the issue with a corresponding label. This will also give us the ability to treat these projects differently in the app since they will not have any opened issues.
(forks can have issues, but most people rarely turn on that feature in the repo settings).
This can be accomplished in the caching workflows.
