Old documentation on Ubuntu advanced installation - compilation from source files

I'm working on the DLStreamer source and need to install the Python binding into my system. I found the advanced installation, but in step 4, the bash script looking for the DEB file from this repository's release, nothing found. I realized in the latest release are only have Dockerfile. So now, how can I install Python binding in my system?
