Migrate to React 19 and Next.JS 16

We are currently on React 18 and Next.JS 14. We would like to update to the React 19 and Next.JS 16.

Actionable Items:

• Replace React Mosaic with a new window manager.
• Update to Next.JS 16
• Confirm website still works.
