Clarify test flow for DEVICE-4-1-7-v20.12 SECURITY COMMAND SETUSER

We plan to test the security item "DEVICE-4-1-7-v20.12 SECURITY COMMAND SETUSER".
While using onvif device test tool 24.12, the test stops after completing step 9 and step10.
After sending a request without authorization information, a successful response was obtained.
However, the test tool stopped and do nothing after that.

As our understatnding, the test flow should be as follow sequence.
a. Test tool send request without authorization
b. Server response 401 and necessary information
c. Test tool send request with authorization

Please let us know the reason why the tool is stopped after step b.
