Implement end-of-stream properly

In almost all cases the stream abruptly ends and it is simply too late to sign and add another SEI. But for some use cases, like when storing locally, it is still possible to wait for another SEI before ending.
When setting EOS a SEI should be generated and the library should wait for it to be generated.
