FLOW-7 Low Silent Supervisor Rescheduling Failure

Description: When the Supervisor attempts to reschedule itself but the fee vault has insufficient balance, the operation silently fails without emitting an event. The Supervisor simply stops monitoring without any notification. The Supervisor could silently stop operating due to insufficient fees, leaving stuck vaults unrecovered indefinitely. Operators would have no on-chain indication that monitoring has stopped. Off-chain monitoring systems would need to independently track Supervisor execution to detect this failure mode.
