Send confirmation messages via /msg

no need for some of the commands to speak in channel. they could be sent directly to the speaker.
Like:
ptg: .c up
(ptg sees "weeabot: channel up" as a private msg, not in channel).

Sending those commands via notice would be great, this way it will show up on the channel without creating a new query tab, and only the user who did the request will see it. like -mine
