Add BIA-Zarr to the Tools document (https://github.com/BioImage-Archive/bia-zarr)

https://github.com/BioImage-Archive/bia-zarr is a Python module to do things including: 

* Loading an OME-Zarr image and accessing its metadata
* Working with different OME-Zarr types and generating thumbnails

It seems like it could be added to https://ngff.openmicroscopy.org/resources/tools/index.html
