Implement Vue.JS and Vuetify

To improve user experience we shoud use webpack with Vue.JS and vuetify for the settings page.

• Implement vite
• Add Vue,Js and Vuetify and dependency
• Replace HTML content with Vuetify components for settings page
• Apply frontend routing for vuetify tabs
• Proper ajax submission for each setting page individually (incl. wp_nonce)
