mobility displays break in FF when timezones do not match up

If the querying user is in a different timezone than the data being queried, the daily, temporal and historical summary views break.

Here is an example of a PT user viewing ET data.

Here is the same thing with a ET user viewing ET data.

The mobility map still works, so this appears to be an issue with date handling in the other views.
