Add "Start new annotations" feature #20
Description
Allow the user to highlight a block of text and then click to "start new annotations". This should pop up a form which asks for
- Save name for annotation set
- Annotation comments?
It should automatically set the begin/end annotation markers and keep the savename consistent, so we don't have clutter.
