Check the format of the dev-repo field

The SourceRepository is pretty generic and Camelus enforces a stricter check:
```
error 42: The 'dev-repo' field doesn't specify an explicit VCS. You may use
URLs of the form "git+https://" or a ".hg" or ".git" suffix
```

It would be nice to have this check earlier in the process.
