The memory powermem plugin conflicts with the local powermem environment command, causing openclaw to use Database incorrectly

Fast reproduce steps

1. Install the powermem environment locally (using oceanbase as the database) without starting powerme server
2. Openclaw installs the memory powermem plugin

Expected behavior

Prioritize default configuration of plugins

Actual behavior

The local powermem command has overwritten the plugin
