Allow staff to create activities and interact with activity consoles #250

Is your feature request related to a problem? Please describe.
Staff should be able to interact with activity consoles. This gives admins the flexibility to chill while staff can handle adding/removing channels.
Ideally, the admin can select if the staff have access to this activity console.
Describe the solution you'd like
Admin, when creating the activity, gets promoted for if the staff should have access, if so, the console gets sent to a special channel where staff can interact with activities.
