Add ability to edit settings on the fly

Core components of OccupancySensor.CV library (ICamera, IDenoiser, IDetector) allows to set their settings and apply them.
Camera uses updated settings to create new stream when Start() is invoked, denoiser and detector applies new settings when Reset() is called.

However at this point there are no API to edit settings and reload them.
