Question: multi-user w/o HM #136

Hey there!
ATM I'm on the road to (re-)structure my flake and also stumbled over blueprint. Nice project so far, ty!
My flake is a multi-user setup, where every host always has 1 (so called) mainUser (@wheel user/admin) and maybe additional users.
Not every user needs HM, but can have a set of installed pkgs/programs.* (I'm also unsure if I'll use/need HM, or if e. g. hjem is enough …)
So may I ask you – plz pardon me for some noobness in advance – if it is possible to have such user setup and if yes how …
I saw #77, looked at this diff and somehow missing (= would like to see?) users at the High-level, in the documentation. I don't get it and would appreciate some help.
