Expose a monitoring port and statistics about what steps are busy

The current visualization is great for understanding the shape of your DAG, but does not provide a good idea how busy each step is which will be critical to performance tuning. The monitoring port should be HTTP, and provide JSON output, and possibly also have an end point that yields the current visualization as well (possibly with some performance related info?)
