Add a tooltip or "More info" link to e18e notices

We currently show e18e community advice for things like redundant polyfills and what not.

This needs a little more context to explain where the advice came from, so we need to add a link to the e18e docs:
https://e18e.dev/docs/replacements/

Basically each of the notices should have a tooltip or a "more info" link pointing to this page so people can read into it more.
