Can not plant Yumako Seeds in Greenhouse on surface "factory floor 0" on Gleba: Pressure to low

Describe the bug
Can not plant Yumako Seeds in Greenhouse on surface "factory floor 0" on Gleba: Pressure to low

To Reproduce
Steps to reproduce the behavior from a new save:

1. Start a new save with Factorissimo 3 installed.
2. Build enough factory buildings to roll Gleba over to the "factory floor 0"
3. Build a factory building inside a factory building on Gleba
4. Try to plant gleba seeds there
5. Doesn't work

Expected behavior
Seeds can be planted, because the outside factory building was built on gleba.

I have a LOT of factory Buildings and 3 different "Factory floor 0" in my savegame.

I managed to workaround not being able to plant in nested factories:

Place the to-be-inner factory on the outside first, fill it with buildings (ensure it was put on "gleba factory floor"), pick it up, place it in the nested factory: It's inner surface stays on "gleba factory floor" and seeds can be planted.

Seems like the bug actually is "Gleba nested factories get created on factory floor 0", but I'll leave this to the team to understand and debug.
