construction bots looping depossiting and removing items from Factorissimo factory.

Describe the bug
When placing a lot of blueprints inside factories, the bots are moving the items into the construction chest then removing them before building the blueprints causing a lot of buts to just move items from storage into the factory building then back to storage in a never ending loop without building anything

To Reproduce
I have attached my game save -530 -424 on nauvis has a few factories that are bugging out

Expected behaviour
bots deposit into chest/factory and then build the blueprints in the factories

Additional context
playing on Linux, but that should not change anything.
Also, the construction requests keep jumping around, might have something to-do with it.
And I have had this bug on a previous save a while ago, so I suspect someone else might have the same issue somewhere, but I was unable to find anyone reporting it, so sorry if this is a dupe.
Only modifications done to the save file is a deleted a lot of other worlds and empty chunks to make it smaller, bug can still be observed after these changes.

i ended up just changing my layout as I think just having that amount of factories is causing the problem, just ended up putting lvl2 inside themself.
