refactor rspec tests

tsm_spec.rb is one big mess.

• split test of classes into separate files
• implement test for config_hash bug (remove inherits from manifests #27)
• evaluate usage of rspec-puppet-facts for testing

started with config_spec.rb in 1.1.3. needs more work.
