Error in Windows 10 with .atom-build.yml

I am trying to run atom-build with the following entry in .atom-build.yml in windows 10.

cmd: "echo Hello World!!"

targets:
  build all: "echo Hello World!!"

But whenever I am pressing Control+Alt+B Atom editor is throwing the following error.

No configuration to build this project exists.
