Overhaul build system and expand scope of installed packages #66
Description
The current devcontainer does not contain most of the tools I use for development. I am creating this issue retrospectively to track my current work to address this issue, which includes an overhaul of the build system.
My initial work was an attempt to fix the Devcontainer Build action, which has been failing for several weeks.
