I have no idea about tar: Failed to set default locale. Never seen such an error. I would start by solving it. Alternatively, you can download the package as a zip or tar file and try to install it from such an archive. But I have no experience on that. Best.

I have tried to write in terminal: defaults write org.R-project.R force.LANG en_US.UTF-8 and restart R
run install_github("nolanlab/Rclusterpp") again, but new problem appeared, I don't know what's the matter with the permission things
