Need better documentation about how to add a new module to the build system

We have some documentation about how to add a new (i.e., modern) component to NJOY21 here. Everything there has been recently updated—except the section on adding the module to the build system; the last section of the page.

I don't think the section needs much; perhaps just a paragraph or two.
