Not all options defined in valid xml schemas? #48

What steps will reproduce the problem?
1.try to import a package with <chain package-id="xxx" />
As best I can tell this is should still be valid.^^^
What is the expected output? What do you see instead?
I expect the package to import, instead I get an XSD error
What version of the product are you using? On what operating system?
latest on ubuntu 9.1
Please provide any additional information below.
I came across this with the Visual Studio 2008 package from the wpkg wiki and
the msdn chain requirement
