Row highlighting in table data

With a large amount of data visible in the main table, clicking on the 
proper promote/edit/delete button on the right-hand side can be difficult.

Examining the plain.css file, it looks as if there is support planned for 
alternating row colors (i.e. via the tr.altRow selector).  Personally, I 
think this makes the UI look a little cluttered, so I've opted to use hover-
based row highlighting.  The attached patch should enable this for most web 
browsers (testing in Chrome/FF3/IE7+).
