Add ability to see all jobs executed against a file #1935

Pain Point? Please describe.
There is no way to see which jobs have been executed against a file/ingest. This was available in Scale 5.x
Desired Solution
From the Data->Ingest Records list page, provide a link to an ingest details page instead of linking to the ingest job page (which is useless). On this details page, provide links to all the jobs.
