Manually created recipes (from API) are not loading jobs into queue

When posting a JOB via the API with a scale source file-id as the input SCALE 7 works as expected.

When posing a RECIPE via the API with a scale source file-ids as the input SCALE 7 does not create any jobs in the recipe.

STRIKES are working correctly.
