No incoming push notifications

Actual behaviour

After reinstalling Nextcloud 33, Talk 23.0.1, and Talk Android 23.0.1, push notifications stopped working on my smartphone and for other users. Reverting to older versions works fine.

Is there a notification for android talk v23.0 when you click the self test button at the bottom of "Settings - Advanced - Diagnosis" ?
