Release 4.0.0 blocked by external dependencies

This release is currently blocked pending resolution of issues in other projects. Specifically, GitVersion.

To resolve this issue and get the code released, we had to disable GitVersion in the Wix Bootstrapper project. Keeping this bug open as a reminder to put it back when GitVersion gets its act together.
