show annotation column headers if no analyses exist

Currently, if the user goes into extraction without any analyses, the annotations page will show empty. Adding columns will not show anything, even though columns are being successfully added.

While this is not a very common case, it will still be confusing to users who do not know where their annotation is. We should show the column headers at all times.
