Propagage not working on dev.neurodata.io #446

OK so I've ran propagate on (token, channel) = ("ara3", "average") hence and getPropagate returns 2. But the data appears to have not been propagated. Here's the central xy slice at resolution 0. The data is missing in the central xy size at resolution 1.
