Allow customisation of the "Under investigation" name

By default when someone marks a build as fixed or under investigation it adds a build description with their reverse DNS name. This isn't very useful when you've a load of e.g. VPN users sat behind NAT. It'd be nice if cieye allowed you to customise your name, overriding the reverse DNS.
