The Williams games (Sinistar, Joust, Robotron, etc) are not functional with
Turaco.
It will be necessary to add in additional core functionality in order to
extract, decode, and re-encode the graphics to the program roms, rather
than through the sprite roms.
It will not leverage off of any existing code, MAME-based or otherwise, and
requires a new effort to figure out
1. Where in the roms each of the graphics are
2. How they are encoded
3. How to represent them within the Turaco framework
