Add primary site works but the 'main_url' is empty

Hi,
I can see the script created the primary site successfully, but the main_url is empty.
It looks like it is not passed into $bind['main_url'] correctly in plugins/SitesManager/API.php.
I have no idea how to pass site_url to $bind['main_url'], do you have any idea?
I tried piwik 3.0.4 and 3.10.
