License Needed

Hi,

This repo is the simplest/nicest way to solve the network simplex algorithm that I have found. I would like to use it for some scientific applications, but there is no license. Not having a license technically prevents others from using it, though it seems that versions of it have made their way into e.g. the Python Optimal Transport library.

Would it be possible to add a suitable open source license, perhaps MIT or GPL3?
