Update Wind Energy docs to reflect new sample data

Rob Griffin put together a new suite of sample data inputs for the Wind Energy model. To go along with these, he'd like to make some more comprehensive updates to the Wind Energy User's Guide docs. From Slack:

Looking forward, it would be great to update the sample data. With the newly released paper, it might be worth using that exact case study, as folks would then have that paper as a reference too.
